Description

GENERAL ITEMS

9. CERTIFICATION OF EDUCATIONAL FACILITIES INVENTORY
Description
Chapter 1013, F.S., requires each School Board to certify annually that its educational facilities data within the Florida Inventory of School Houses is current and accurate. The district's data has been updated by the Plan Room within Construction Services to reflect all changes made since the 2009 certification.

Recommendation

That the School Board of Sarasota County certify that the district's educational facilities data is current and accurate.



GRANTS

10. APPROVAL OF THE LNS BIRD OBSERVATORY AND OUTDOOR CLASSROOM GRANT PROPOSAL TO THE LOWES TOOLBOX FOR EDUCATION PROGRAM FOR LAUREL NOKOMIS SCHOOL
Description
COMPETITIVE: Grant funds of $4,854.00 will transform an old, unused playground from a sterile eyesore to a vibrant habitat. The garden will provide students with an area to enhance their science curricula. It will also interface with the schools SIP goals which address improvement in Reading, Math and Science.

Recommendation
That the School Board of Sarasota County approves the LNS Bird Observatory and Outdoor Classroom proposal.

11. APPROVAL OF THE CONNECTIONS 4 HEALTHY STUDENTS GRANT PROPOSAL TO U.S. DEPT. OF EDUCATION FOR ALL SCHOOLS
Description
COMPETITIVE: Grant funds of $399,912 will enable the collaborative project led by the School Board of Sarasota County in partnership with Coastal Behavioral Healthcare and the Department of Juvenile Justice to address mental health needs of students and link community services.

13. APPROVAL OF BUILDING THE FOUNDATION FOR SCHOOL COMMUNITY RESILIENCE GRANT PROPOSAL TO THE U.S. DEPARTMENT OF EDUCATION FOR ALL SCHOOLS WITHIN THE SCHOOL DISTRICT
Description
COMPETITIVE: Grant funds of $582,829 will improve school safety and emergency management readiness in support of creating and maintaining a safe, secure, and nurturing learning environment for students, staff, and school visitors.

14. APPROVAL OF THE AMERICAN TROUBADOUR IN MIDDLE SCHOOLS GRANT PROPOSAL TO THE AMERICAN TROUBADOUR PROJECT, INC. FOR ALL MIDDLE SCHOOLS
Description
COMPETITIVE: Grant funds of $2,334.00 will enable Bill Schustik to perform using music to teach American History, focusing on the American Revolution to support the Sarasota County 8th grade Social Studies curriculum.

15. APPROVAL OF THE EDUCATION CHANNEL EXCELLENCE IN OPERATION GRANT PROPOSAL TO THE GULF COAST COMMUNITY FOUNDATION FOR THE EDUCATION CHANNEL.

COMPETITIVE: Grant funds of $68,000.00 will allow The Education Channel to continue to deliver on its mission of "strengthening community bonds in the quest for student achievement."

16. APPROVAL OF THE SARASOTA ACCESS CONTROL GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF EDUCATION FOR ELEMENTARY AND MIDDLE SCHOOLS
Description
DISCRETIONARY, NON-COMPETITIVE: Grant funds of $88,000.00 will focus on implementation of protective and preventive target hardening/access control security enhancements to benefit Booker Middle, Brookside Middle, Heron Creek Middle, Laurel Nokomis, McIntosh Middle, Pine View, Sarasota Middle, Venice Middle, Woodland Middle, Bay Haven School, Englewood Elementary, Gulf Gate Elementary, Phillippi Shores Elementary, Tatum Ridge Elementary and Venice Elementary Schools.

Recommendation
That the School Board of Sarasota County approve the Sarasota Access Control grant proposal.

17. APPROVAL OF THE AMERICAN CROSSROADS GRANT PROPOSAL TO THE U.S. DEPT. OF EDUCATION TEACHING AMERICAN HISTORY PROGRAM FOR K-5 TEACHERS.
Description
COMPETITIVE: Grant funds of $1.6 million will be used to work with teachers in grades K-5 providing American History content, reading and writing strategies that are grade appropriate.

18. APPROVAL OF THE INTEL SCIENCE ACHIEVEMENT GRANT PROPOSAL TO INTEL FOUNDATION FOR PINE VIEW SCHOOL.
Description
COMPETITIVE: Grant funds of $25,000.00 will demonstrate 21st century teaching and learning environments and implement innovative programs that inspire their students in the areas of math or science.

FIELD TRIPS

19. APPROVAL OF THE SCTI SKILLSUSA FIELD TRIP TO KANSAS CITY, MISSOURI, ON JUNE 20, 2010 THROUGH JUNE 27, 2010
Description
Students who are SkillsUSA state conference winners will travel with chaperones to Kansas City, Missouri, to compete at the national level.  SkillsUSA is sponsored by business and industry and enables students to meet employability requirements and encounter future employers.

Recommendation
That the SCTI SkillsUSA field trip to Kansas City, Missouri, on June 20, 2010 through June 27, 2010, be approved.

20. APPROVAL OF THE RIVERVIEW HIGH SCHOOL SPEECH & DEBATE TEAM FIELD TRIP TO OMAHA, NEBRASKA, ON MAY 28, 2010 THROUGH MAY 31, 2010
Description
Students will be able to use the speech and debate skills which they have practiced and competed throughout the season on a national level.  Students competed at District grand finals and qualified to compete at the national level.

Recommendation
That the Riverview High School Speech and Debate Team field trip to Omaha, Nebraska, on May 28, 2010 through May 31, 2010, be approved.

EXPULSIONS

21. APPROVAL OF EXPULSION CASE NO. 10-202
Description

School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in a GED program.



Recommendation
The Expulsion Case No. 10-202 be held in abeyance per School Board Policy 5.34.

22. APPROVAL OF EXPULSION CASE NO. 10-322
Description
The student listed in Case No. 10-322 is in violation of an accepted Settlement Agreement for alternative school placement.  On February 23, 2010, the student listed in Expulsion Case No. 10-322 violated School Board Policy 5.322 Prohibition Against Use, Sale, or Possession.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2011.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34 the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-322, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010, summer session and the entire 2010-2011 academic year.

23. APPROVAL OF EXPULSION CASE NO. 10-136
Description

The student listed in Expulsion Case No. 10-136 is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On November 12, 2009, the student listed in Expulsion Case No. 10-136 violated School Board Policy 5.322 Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled for the Sarasota County School until June 4, 2010.



Recommendation

24. APPROVAL TO AWARD BID #0535 FOR FOOD SERVICE EQUIPMENT AND COMMERCIAL GAS OPERATED APPLIANCE REPAIR
Description
Bids to provide 'Food Service Equipment and Commercial Gas Operated Appliance Repair' were received from two vendors on March 16, 2010. The bid of Bayside Restaurant Service, Inc., was the best low bid meeting the advertised specifications. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Bayside Restaurant Service, Inc., to provide 'Food Service Equipment and Commercial Gas Operated Appliance Repair' in an amount not to exceed $55,000.00, be approved for award and purchase.

25. APPROVAL TO AWARD BID #0628 FOR PORCELAIN, CERAMIC, AND QUARRY TILE - INSTALLATION AND REPAIRS
Description
Bids to provide 'Porcelain, Ceramic, and Quarry Tile - Installation and Repairs' were received from eight vendors on March 18, 2010. The bid of Shaw Contract Flooring Services dba Spectra Contract Flooring, Inc., was the best low bid meeting the advertised specifications based on a sealed scenario. The bid of Florida Floors Southwest, Inc., was non-responsive to the requirement of providing business history of the bidding company for the most recent three year period of time. In addition, references could not be verified operating under the current business name. The bid of Barbas Buildings and Designs, Inc., was non-responsive to the requirement of including tile in the cost of installation. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Shaw Contract Flooring Services dba Spectra Contract Flooring, Inc., to provide 'Porcelain, Ceramic, and Quarry Tile - Installation and Repairs' in an amount not to exceed $250,000.00, be approved for award and purchase.

26. APPROVAL TO AWARD RFP #0539 FOR FOOD SERVICE CLEANING SYSTEM AND PRODUCTS
Description
Proposals to provide 'Food Service Cleaning System and Products' were received from four vendors on March 3, 2010. The proposal of PortionPac Chemical Corporation was the best proposal meeting the advertised specifications. This proposal is for a period of one year with the option to renew for two additional one-year periods. The funds for this service are contained in the Food and Nutrition Services budget.

Recommendation
That the proposal of PortionPac Chemical Corporation, to provide 'Food Service Cleaning System and Products' in the amount of $103,709.04, be approved for award and purchase.

27. APPROVAL TO AWARD BID #0538 FOR PLUMBING SERVICES - TIME AND MATERIALS
Description
Bids to provide 'Plumbing Services - Time and Materials' were received from 11 vendors on March 17, 2010. The bids of General Plumbing Services, Inc., and Daniel's Plumbing Service, Inc., were the best low bids meeting the advertised specifications based on a sealed scenario. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of General Plumbing Services, Inc., and Daniel's Plumbing Service, Inc., to provide 'Plumbing Services - Time and Materials' in an amount not to exceed $200,000.00, be approved for award and purchase.

28. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

CONSTRUCTION

29. APPROVAL OF ENCROACHMENT AGREEMENT AT BAY HAVEN SCHOOL OF BASICS PLUS BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE CITY OF SARASOTA
Description
This agreement will allow for the installation of conduit in the public right-of-way under West Tamiami Circle between the school and the new parking lot for the purpose of fiber optic cable for the security camera system. This agreement has been approved by the School Board attorney.

Recommendation
That the Encroachment Agreement at Bay Haven School of Basics Plus between The School Board of Sarasota County, Florida, and the City of Sarasota be approved as presented.

30. APPROVAL OF THE DELETION FOR DEMOLITION OF TWENTY-EIGHT (28) PORTABLES AT TOLEDO BLADE ELEMENTARY SCHOOL
Description
The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District. The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to no longer be economical to maintain or renovate. These portables are currently being utilized for various purposes as cited on the enclosure. Funds for demolition are available in the capital projects account.

Recommendation

Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These change order(s) collectively total a reduction of $497,293.88 in contract amounts.

32. APPROVAL OF SUPPLEMENTAL PLANT SURVEY
Description

In 2005 the Florida Department of Education approved the district's 2005-10 Five-Year School Plant Survey. Florida Statute 1010.31 (1)(a) mandates that supplemental surveys be submitted when a school district seeks to construct new buildings not included in the Five-Year Survey.  This survey amendment allows for the construction of Booker High School.  Upon approval by the Board, the submittal will be accomplished on-line through the states EFIS network.



Recommendation
That the School Board of Sarasota County approve the submittal of the supplemental School Plant Survey to the Florida Department of Education.

FINANCE

33. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING FEBRUARY 28, 2010
Description
The Superintendent's Financial Statements for the month ending February 28, 2010 do not reflect any unexpected trends at this point of the 2009-2010 fiscal year.  The Food Service Fund shows an increase in revenue of almost 6% year to date, although local sources have decreased by approximately 12% due to more children qualifying for free or reduced meals.  The money the District receives through the Free and Reduced Meals Program has increased approximately 29%.  Expenditures have remained steady from the prior year.  In the Special Revenue Fund, revenue from Federal Through State has increased by over 100%.  This is due to money received from the American Recovery and Reinvestment Act.  This also accounts for the increase in expenditures seen in the Special Revenue Funds.  The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District.  This is the cause of the large due from Other Agencies amount in both the General and Capital Projects Funds.

Recommendation
That the Superintendent's Financial Statements for the period ending February 28, 2010, be approved as presented.

34. APPROVAL OF THE RESOLUTION TO PARTICIPATE IN THE CAPITAL OUTLAY BOND ISSUANCE BY THE STATE OF FLORIDA AND AMENDED PROJECT PRIORITY LIST
Description

The School District has the ability to participate in the issuance of a State sale of Capital Outlay Bonds for 2010-2011, and the proceeds will be used for the construction at the Sarasota County Technical Institute.



Recommendation
That the Resolution to participate in the Capital Outlay Bond Issuance by the State of Florida and the amended project priority list be approved as presented.

Description
Revisions have been made to School Board Rule 7.771, Capital Assets, to incorporate those activities relating to the capitalization, accounting, and financial reporting of intangible assets pursuant to the implementation of GASB State No. 51 effective for financial statements beginning after June 15, 2009.   Additions have been made to School Board Rule 5.20, Student Assignment.

39. APPROVAL OF THE REIMBURSEMENT RESOLUTION
Description
This resolution will allow us to reimburse District funds that were spent for Booker and Venice High School rebuilds when we issue the COPs.

40. SARASOTA COUNTY SCHOOLS PURCHASE OF PHASE 2 DESKTOP AND NOTEBOOK COMPUTERS AND SERVICES FROM HEWLETT-PACKARD COMPANY
Description

Hewlett-Packard Company has provided Sarasota County Schools with a comprehensive product and services program to procure desktop and notebook computers utilizing the state of Colorado, Department of Human Services RFP #NC9100110OITS .  This provides ongoing asset management, deployment logistics, warranty and repair support, and service management.

 

This Agreement provides the district with a turnkey leasing solution for computer replenishment that provides the best of product and services.  It is based on a 5-year lease for equipment utilization, management, warranty, repair and support.  Key benefits of this agreement are:

o   Baseline pricing below WSCA for all computer models and accessories

o   Five-year warranty and replacement cycle

o   Ownership never transfers to District

o   HP donates end of cycle computers to Texcellence program

o   HP handles break/fix of computers thus allowing district staff to perform higher level technical services

o   HP handles full-life cycle support (imaging, deployment, cleaning and disposal)

o   Puts all schools on new equipment cycle as opposed to haphazard equipment distribution and allocation methods to date

o   Eases support burden by placing district entirely on a few platform variants of one computer brand, a brand with a large portion of our inventory today

o   Saves District more than a million dollars in capital costs during the next two years

 

Last year, it was originally planned to purchase and deploy computers over a 3 year time period totaling approximately 8500 computer/year.  Due to budget reductions, the plan was reduced to a smaller number of units over a 5 year time period.

In 2009, the District leased approximately 8,630 computers for 16 schools.  Computers removed from these schools and less than 6 years of age were redeployed to other District schools.  Similarly, though on a smaller scale, this year's lease encompasses approximately 4236 computers across 6 schools with the same redeployment plans occurring from computers obtained at these schools.  All computers greater than 5 years old will be first made available to our Texcellence program prior to releasing them to a recycler for disposal. Computers less than 6 years old will be redeployed to schools planned for future phases.

 

 



Recommendation
It is recommended that the proposal from Hewlett-Packard Company be approved for award and purchase.

41. APPROVAL OF A CONTRACT BETWEEN THE SUNCOAST WORKFORCE BOARD AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This contract between the Suncoast Workforce Board and the School Board of Sarasota County represents a collaborative partnership between the agencies in which SCTI will provide construction related job skills training to local residents in an effort to make them more competitive for upcoming construction job related opportunities.  This contract opens the door for Suncoast Workforce Board and Jobs, Etc. to use Federal Work Force Investment Act dollars to pay for training related fees.

 

 



Recommendation

That the School Board of Sarasota County approve the contract between the Suncoast Workforce Board and the School Board of Sarasota County as presented.
